Each spring, a small, sky-blue songbird returns to the forests of eastern Kentucky after traveling thousands of miles from its wintering grounds in the Andes Mountains of South America. The Cerulean Warbler (Setophaga cerulea), named for the deep-blue color of the male, is a high-priority conservation species and one of the fastest-declining songbirds in North America.

Across their range, Cerulean Warblers have experienced significant population decreases over the past several decades. Scientists point to one primary cause: the loss and fragmentation of large, mature forests. 

Cerulean Warblers depend on a very specific type of habitat: large, unbroken tracts of mature hardwood forest, typically greater than 70 years in age. They are most often found in forests dominated by oaks and hickories, where tall trees create a layered canopy and small natural gaps allow light to filter through. 

Equally important is what these forests are not. Cerulean Warblers are not birds of fragmented landscapes. When forests are broken into smaller pieces by logging, mining, or development, the habitat changes in ways making it unsuitable for the birds to breed successfully. Edges increase, predators become more of a threat, and the interior forest conditions these birds rely on disappear. Even areas not directly cut can be affected, as these edge effects extend into the surrounding forest.

In mountainous Appalachian landscapes, Cerulean Warblers are closely associated with forested ridges and upper slopes, like those found in the Jellico Mountains of the Daniel Boone National Forest (DBNF), where the birds are known to breed. These forests are some of the most important remaining strongholds for the species. Disturbance in these areas may have disproportionate impacts, and not just for Cerulean Warblers.

Beyond their own conservation importance, Cerulean Warblers are often considered a focal or umbrella species because their habitat requirements overlap with those of many other forest-dependent songbirds. In simple terms, this means if Cerulean Warblers are doing well, it suggests the forest is being managed to support a wide range of other species as well. For this reason, they are designated as a “management indicator species” in the DBNF’s guiding Forest Plan, the Land and Resource Management Plan

Scientific conservation guidance consistently emphasizes the importance of maintaining large, connected blocks of mature forest. And this scientific recommendation is written directly into the DBNF’s Forest Plan. Under Objective 1.1.B, the Forest Service is required to create and maintain at least one 7,400-acre block of Cerulean Warbler habitat in the Jellico Mountains, made up of sizable forest patches connected by continuous corridors.

However, the proposed Jellico Mountains Vegetation Management Project, a plan which includes extensive logging over the next 40 years, does not meet this requirement.

Based on current geospatial analysis, only 4,881 acres of suitable habitat would be maintained under the proposed logging plan, leaving a deficit of 2,519 acres, or about 34 percent less than what is required. However, this is a generous estimate, given proposed logging access roads and commercial thinning treatments were not considered in the analysis. 

This is not a small shortfall. It represents a clear failure to meet the minimum habitat conditions outlined in the DBNF Forest Plan.

Beyond the loss of total acreage, the proposed project would further fragment the landscape, reducing patch sizes and weakening the forest connections essential for Cerulean Warblers and other songbirds. When considered alongside existing fragmentation in the region and high amounts of logging and development on nearby private lands, the proposed actions in Jellico represent the loss of the very conditions the Forest Plan is designed to protect.

It is sometimes suggested logging can benefit Cerulean Warblers by creating canopy gaps. While small, carefully designed treatments may produce short-term increases in bird numbers in some locations, these effects are highly specific and recent scientific research shows any benefits are often temporary. Logging as a form of management does not replace the much greater need for large, intact and mature forest landscapes, especially given the long-term impacts of widespread habitat loss and fragmentation on Cerulean Warblers and many other songbird species. 

In other words, science does not support the idea that large-scale logging can substitute for the kind of habitat Cerulean Warblers require. 

The proposed Jellico logging project is therefore inconsistent with both the scientific understanding of the species and the explicit requirements of the DBNF Forest Plan. By failing to maintain the necessary acreage, patch size, and connectivity of mature forest, it does not provide the conditions needed to support this species. Because Cerulean Warblers serve as an umbrella species for forest management and conservation, it is likely many other songbird species are at risk as well.
